Flipping Single-Family Homes in Baltimore County: Towson, Parkville, Essex and Owings Mills

Baltimore County wraps around Baltimore City, but it is its own county, with its own permit office, taxes and rental rules. It's also where a lot of our lending happens: we've funded loans for investors in Towson, Parkville, Essex, Owings Mills, Dundalk, Middle River, Timonium, Reisterstown and Randallstown.

This guide covers what changes when you flip in the county instead of the city, how four of those towns compare, and how to size your loan before you make an offer.

Baltimore County is not Baltimore City

If you've flipped in the city, a few things work differently once you cross the line.

  • Permits come from the county. Baltimore County's Department of Permits, Approvals and Inspections handles them. The county says additions, alterations and structural work need a building permit, and all electrical and plumbing work needs a permit pulled by a licensed electrician or plumber. Siding and roof repairs generally don't need one, unless the home is in a historic district. See the county's permit rules.
  • Budget for county closing taxes. Baltimore County's transfer tax is 1.5% of the price, and its recordation tax is $2.50 for each $500. On a $300,000 purchase, that's $4,500 in county transfer tax and $1,500 in recordation tax, before the state transfer tax. Your title company will give you exact figures. County tax rates.
  • Renting it out? License first. If your exit is a rental, the county requires a rental license for dwellings with six or fewer units before a tenant moves in (county rental registration). Maryland also requires rental units built before 1978 to be registered with the Maryland Department of the Environment within 30 days of buying them (lead paint registration).

Four towns, four different flips

Every town in the county has its own buyers and its own comps. Here's how four places where we've lent compare.

Towson

The county seat, just north of the city line and inside the Beltway. Towson University and Goucher College are both here.

What to check: homes near campus can suit a rental exit better than a retail sale. Pull comps for the street, not the whole zip code.

Parkville

Sits right on the Baltimore City line, between Loch Raven Boulevard and the Beltway, with Harford Road running through it.

What to check: price your after-repair value off county sales nearby, not city sales a few blocks away.

Essex

On Baltimore County's east side, on a peninsula between Back River and Middle River near the Chesapeake Bay.

What to check: homes near the water can raise flood questions. Look the address up on FEMA's flood map before you set your budget and insurance.

Owings Mills

In the northwest county, at the northern end of the Metro SubwayLink at Owings Mills station.

What to check: see how one investor handled a cosmetic flip on a vacant home in our Owings Mills funded story.

Size your loan before you offer

We lend up to 65% of the after-repair value (ARV) or up to 85% of your total cost (purchase plus rehab), and typically use the lesser of the two. Put in your numbers to see where a deal lands.

Quick loan estimate

65% of ARV-
85% of total cost-
Estimated loan-
Your cash in the deal-

Estimate only, before closing costs, interest and fees. Final terms depend on the property, the borrower and the deal.

With the example numbers, 65% of ARV is $273,000 and 85% of cost is $263,500, so the estimate is $263,500 and you'd bring about $46,500 of the $310,000 total. For a deeper look at the numbers, read how to calculate your real profit on a fix-and-flip.

What to send for a same-day soft quote

Complete packages usually get a soft quote the same day. Send us these six things:

  1. Address
  2. Purchase price
  3. Rehab (one-sentence scope)
  4. Exit (flip or BRRRR)
  5. ARV estimate plus 1 or 2 comps
  6. Timeline to close
